This project aims to contribute to the strategic reflection on the future of hospitals in Haiti, through targeted support to the Directorate of Health Services Organization (DOSS) of the Ministry of Public Health and Population of Haiti (MSPP). Hospital services were given special attention. The project has a dual purpose. It allows, on the one hand, to document the situation of Haitian hospitals and to shed light, in the light of international experiences, the dialogue between technical and financial partners and the Haitian government on hospital issues. On the other hand, the Project aims to strengthen the capacity of the DOSS to better support it in its planning, regulatory and control functions (in response to its needs and priorities), with a view to initiating hospital reform. In short, the project helps to lay the foundations for planning a hospital reform in Haiti. Three main deliverables have a strategic scope to contribute to the positioning of the MSPP in the steps taken by the Haitian government towards hospital reform:
– International review of selected hospital reform cases and lessons learned;
– Situation assessment: public and mixed hospitals (Phase 1, 33 institutions);
– Manual of procedures and standards for hospital accreditation and operating permits.
