The PARC followed the DESS project (management training) and aimed to contribute to the improvement of the governance of the health system in Haiti. Its purpose was to strengthen the management capacity of the health system. It had two components: 1) support to the development and implementation of policies and strategies for equitable human resource development in the health sector. 2) support for strengthening health management training systems.
