 The project was designed to help reduce maternal and neonatal mortality in five health districts in the Kayes region (Bafoulabé, Diéma, Nioro, Oussibidiagna and Yélimané). To achieve this, the intervention focused on reducing the three delays in the management of obstetric and neonatal emergencies. The project had three components.

The first was to reduce the first and second delays in the referral/evacuation of women and newborns, in particular by mitigating the socio-economic and socio-cultural determinants that reduce women’s decision-making power.

The second component was aimed at improving access to and utilization of quality services using a gender-sensitive approach: health facilities were built or rehabilitated and equipped with the necessary equipment for emergency obstetric and neonatal care. This was complemented by a capacity-building program.

Finally, the last component included a set of activities to improve the skills of health teams in planning/managing/monitoring all maternal and neonatal health activities. A system for collecting and analyzing project data (consistent with existing health information systems) was developed to document results and draw lessons from which the Kayes region and Mali as a whole can benefit.
